A city planned over decades needs governance that outlives the people who start it — and The Lead Strategic Advisor will not be the body that governs it. This page states what exists today, what is in progress, and what will only be claimed once it is real.

Operating principles
Four commitments that govern every decision
Public purpose is the constraint
The Lead Strategic Advisor is structured as a not-for-profit advisory undertaking with no financial interest in the university campus. It seeks no donations. Public benefit precedes commercial return in every recommendation the framework governs.
Evidence precedes commitment
No stage is declared complete without published material behind it — research synthesis, feasibility analysis, or a statutory instrument. Positions change when the evidence changes.
Deliberation is structural, not decorative
Contributions from universities, researchers, industry, philanthropy, planners, educators, the diaspora and citizens enter a documented record. Findings are published, including where they contradict earlier assumptions.
Nothing is claimed before it is true
Registrations, partnerships, approvals and endorsements are published only once executed and dated. Anything still in progress is marked 'Proposed' on this site.

What exists, what is being formed
Institutional structure is built in sequence. Each element below is marked with its honest current state.

Founder and Project Office
The advisory work is currently directed by its founder, supported by a small Project Office in Hyderabad responsible for research, the Founding Member Search and correspondence.

Section 8 incorporation of The Lead Strategic Advisor
Incorporation of the Lead Strategic Advisor as a Section 8 Company is proposed. Constitutional documents, objects and not-for-profit lock will be published once filed.

A confidential search for prospective founding members, alongside published material used to refine the Concept Paper, Master Plan framework and governance recommendations.

The Lead Strategic Advisor expects to facilitate discussions among prospective Founding Members. The Lead Strategic Advisor is not establishing the board and claims no members today.

An independent Section 8 institution
The university campus is intended to be developed, owned and governed by a separate not-for-profit institution established in the future, which will determine its own name, charter, board and strategy independently of The Lead Strategic Advisor.

If anything published on this site overstates the position of The Lead Strategic Advisor or of the concept, write to the Project Office and it will be corrected. That commitment is the foundation of everything else here.
